Because ranking is only half of it. If the page people arrive at does not make them call, the rankings are a cost and not an asset.
Why it costs nothing: it takes a couple of hours and it is how the work is quoted. If what comes back is that you do not need us, that is what you will be told — it is cheaper for both of us than a month spent finding out.
